Winlogon means Windows log on which makes you can log on in any account. If you delete it and restart the computer, you can't log on in any account anymore.
But I think this too: "Automatic Repair" can fix it or pc would stuck at black screen and says "winlogon.exe is missing".

For reality, if its deleted then you won't have a proper boot up. Cause winlogon is part of user and sometimes u will get a bsod that says winlogon process was killed

Somethin wierd i found is that windows 7 and almost every os built in the history of microsoft execpt ms 1.0 to 3.0 is based on the earlier version of windows which is based in the NT KERNEL
