Some countries has the policy of "If you aren't on my side, you are my enemy"!
That works pretty well on countries with weak leaders.
It stops working when the bully weakens, which is now becomming apparent to many of the bullied countries.
It might become an avalanche, when countries see that there's strength in unity., and that the bully can't cope with the multitude of those who refuse their tactics.
