Sir,
I had an issue that not install package.
Showing that "pip is not recognised as an internal oo external command

I didn't select "Install for all users", because PyCharm had still printed me out an error "No Python at", because PyCharm stores preselected directory for Python files.
But you said to select "Include in PATH" and it really helped me.
