1:16 i imagine this is to do with wintrading, the only thing i can think of is 2 or more people sitting in a dc call all in queue declining gaming until they all pop at the same time to get into the same game, then if theyre on the same team the higher ranked smurf carries the game and if they're on the enemy team the higher ranked player trolls. Higher ranked player gets paid, lower ranked player gets boosted, lowering the amount of times you can decline the game reduces the likelihood of these 2 people getting into the same game
