for rose petals i think they appear on where someone has died pretty sure it just takes a while to appear so that allows for the person who died to have a chance of taking it since it is kind of a catch-up mechanic since it gives perma stats and xp also heard that depending on kda the amount of xp the petals gives is increased up to 100%.

AP champs in all their forms are going to be OP af this patch. Boots upgrade is insanely strong with mejai and bloodletters curse is extremely over tuned. Prepare to see some of the strongest AP champs we have seen ever.
