Could have avoided the 1st problem.
Just give everyone a personalized ballot that has everyone's name on it but theirs if you're good enough to be a leader enough other people will vote for you you don't need your support.

With some time ZAX could be similar to GLaDoS, addicted to experimenting and finding a new overseer.

Maybe the player could do quests for him (since he can’t leave the vault) and get close enough to influence him to stop experimenting.

I’d love to see more done with ZAX, he seems like such an interesting and funny character!
