Apple Pay doesn't work in India because the Indian government has implemented a regulation for data storage and processing that does not comply with Apple's way of storing cards.
Plus RBI does not consider Apple's face unlock mechanism as a valid biometric security, which is required to add cards. Androids have fingerprint authentication which, as per the regulation is a valid way to authorize.
