If I remember correctly military rank point should go to Grand Admiral because Grand Moff is a civilian position, not military. Reason why Tarkin was in charge of Death Star is Emperor’s intention to prevent concentration of power in military (divide and conquer).

As far as I know, the highest military position is admiral, and the best were awarded a grand admiral, appointed by the Emperor. Likewise, the highest political position was moff, and the Emperor created the position of grand moff exclusively for tarkin, when he was a moff and already had the rank of admiral. I believe that if it had been created earlier, Tarkin would undoubtedly have been a Grand Admiral, but this position was created when Tarkin already had all the other ranks.

Military skill goes to Thrawn and only Thrawn. Tarkin was an incompetent military leader and his Tarkin doctrine aka rule by fear was a major boost for people to want to join the rebellion.

I feel like experience should be equal or to Thrawn. I know that Thrawn was actively in combat scenarios prior to the clone wars. I don't know much of Tarkin's history, but I imagine a lot of his early experience is primarily the clone wars, and then at most minor anti-piracy and trade disputes in the pre-clone wars era.

Giving knowledge to Tarkin instead of a man with insurmountable amounts of it is insane, thrawn could tell everything about an individual or their group by things like tactics, art, and body language

Tarkin saw the Death Star as a monument to power. A weapon which could not be destroyed.
Thrawn saw the Death Star as a concerning waste of resources. And a target which could only bring order to a single star system at a time.
Tarkin was narrow minded. Saw power through intimidation and nothing more.
Thrawn was open to all possibilities and understood war better than anyone. He also knew leadership was not a role to be taken lightly.
