I do think she was England's greatest queen. IMO, those who achieved much during her reign were able to do so because of her moderation and tolerance (compared to her contemporaries), and ultimate dedication to England as a service - rather than as a tyrannical ruler.

I read a quote somewhere a while back. "England survives under its kings, and thrives under its queens" and If you look at the 3 major queens, its very apparent. Elizabeth i brings about the birth of the English empire. Victoria creates the largest empire the world has ever known, and Elizabeth II rules over the longest peace time known to Europe, ever.
