the simple rule is a switch is a layer 2 and router layer 3
But the past 10 years a switch is now both layer 2 and 3. I have 4 of them in my house :)

Big more complicated though. Layer 3 switches exist which can work with IP addresses.

Also, residential "routers" are actually a combination of a router, switch, wifi access point and sometimes a modem as well.
