Basically he stole it from some random woman and carried it around with the intention of trying to romance (or otherwise impress) her by "finding" her leg and returning it to her. Someone who knows the woman actually saw the story and the man is now being charged with felony grand theft because these legs can apparently get upwards of $15, 000
