Thanks tell the guy but in most jurisdictions I believe that tree is on his property that has an easement for the city, and the maintenance of it is his not the cities.
There's probably ordinances in place it require him to keep that sidewalk shoveled to keep the weeds clear of that area Etc it's his property his responsibilities.

Surely the tree belongs to the community not the City. In the UK that would be covered by the 3rd party car insurance. Then the insurance company may challenge the council.

Here in Minnesota it covers pretty much anything that happens when the car is parked and things that you had no control over while moving like a rock hitting your windshield or a deer hit. It also covers fire and theft. It definitely would cover a tree falling on a car. Unlike collision, rates don't go up because of a claim.

You have to know insurance restrictions. My daughter had a limb fall on the neighbors house. She is not responsible for any damage over the property line. The neighbors insurance would cover their own damage. Legally you cannot cut anything on their property, so the neighbor is responsible for cutting down any damaged limbs on their property.
By the way, damage was a trim panel, and they wanted a new roof.

Whether the tree was healthy or not you can clearly see the tree was uprooted when it fell. The city should pay up

This would fall under "act of god" clause in the city's insurance and everybody's insurance for that matter. If it was dead its on the city but a live tree falling the owner of the truck should have comprehensive coverage and if not those parts are very cheap at a junkyard. Really think you can get money out of Detroit that's humorous.
