We haven’t explored enough yet. I heard a quote from a woman talking about comparing the entirety of the universe to the entirety of the ocean, and she said if the ocean was the size of the universe, we’ve explored one 12 ounce cup full, and have basically said “where are all the fish”?

I think that Star Trek solved the Fermi Paradox with their "Prime Directive" that the "United Federation of Planets" make no contact with any pre-warp or early technological civilizations similar to our present one. I think that once humanity has learned how to create "folded space" or a "warp bubble" and starts traveling outside of our solar system, we may have First Contact if extraterrestrials have been observing humanity's progress towards a Type One civilization per the Kardashev Scale.

The rare earth hypothesis would suggest that planets capable of hosting intelligent life are extremely rare within the universe. It took around 3.5 billion years from life first appearing to get to multicellular organisms with the likelihood of several great filters along this journey. Further to this the conditions that allow advanced intelligence to evolve are highly unusual. In our case a series of very lucky flukes. Of the 50, 000, 000, 000 plus species which have ever lived on Earth only one has made civilisations. The occurrence of technological civilisations may be far less than one per galaxy, which would explain the fermi paradox.

The distances in the universe are incredibly immense, it’s beyond what the human mind can imagine. Distances between stars are so large that the speed of light (same speed as a radio signal) travel at a snails pace. It could take several hundred or even thousands of year for our first radio signals to be picked up by another advanced civilization. And their return signal would take the same amount of time to get back to us.

There is no paradox. It's only a question and not much of one at that. It is only an unfounded assumption that a civilization will inevitably become spacefaring. We have only sent a few pieces of hardware and some guys to a handful of places very near Earth.
