Honestly, it’s amazing he never got caught. He was so cunning but considering so many on the Jedi Council never did anything, particularly Windu, kinda shocking. Also, he was actually smart to have himself kidnapped multiple times as it gave the illusion that Dooku was the real threat and took any suspicion off of him

He probably also kept them there to mask his own darkside presence. The jedi said they felt the darkside around the Chancellor and having darkside artifacts in his office it's possible that's why they didn't take it more seriously since it would've made sense it was coming from the artifacts and not the Chancellor himself.
