Do you wait till the concrete dries to install the plate on the concrete? Also I saw someone hammering a bolt into the dry concrete, to hold the plate, is that correct. Trying the understand this right.

Personally, I would put a row of staggered blocking down the center of that span. I know it's not over 8 feet, so it isn't required, but I probably would anyway. I know you're giving only the bare basics here, but I will say, skirt boards are nice on decks also.
