As someone who lives in China and studied political science, this is the most trust me bro answer there is. Everything is achieved through performance which is heavily scrutinised and the numbers cannot be faked. They literally audit plus all citizens judge you. There is even a national number any citizen can call either anonymously or otherwise to complain or request to get things fixed. If they sense things aren't being sorted or you are getting lots of complaints, then you are investigated or put out the job. And if you are faking numbers or committing corruption, that is a jail sentence. If it's corruption that leads to health issues, that's a death sentence if you are a public official.
