I understand the question of the IRA. Since that's your money for when you retire you want to be able to put in the max amount. So that's another thing to account for outside of just having the money to live month to month in another country.

2k is on the low end. To be really comfortable 3k is best because you may have unexpected costs. If you invest in property or get an investment visa, you have to calculate the rising cost of that visa. Five years from now, the money you have may not qualify you to keep that visa so its best to have the extra income.
