"its not heavier, its denser".... makes no sense. When you talk about comparing the weight of fat vs muscle, you have to compare a muscle sample of a given volume to a fat sample of the same volume. Therefore, to say that muscle is heavier than fat is the same as saying that it is denser than fat. denser= more material (mass) per given volume of space. Muscle is denser, and therefore heavier per unit of volume.

It does weight more, but not 3 times.

"Muscle density is 1.06 g/ml and fat density is (about) 0.9 g/ml. Thus, one liter of muscle would weight 1.06 kg and one liter of fat would weight 0.9 kg."

Basic explanation: Muscle is heavier than fat. 3 times? Yes, believable. A large puff of cotton candy weights 50 grams, while a much smaller rock could weigh up to 300 grams. The size of a pound of fat, which is about the size of a fist, weights far lass than the a fist-size muscle.

I think that in general such question refers to the weight to volume ratio that is if you take X cubic meters of fat and the same volume of muscle which one would weigh more. Muscle does way more in this case because of the higher density. It's obviously not "Does 1kg muscles weight more than 1kg fat?" because this is the same question as "Does 1kg lead weigh more than 1kg cotton?".
