I can see Southgate's point.
His system is designed to have zero creativity in midfield, with the team struggling to score any goals at all. Shelvey was never going to fit into that.

Shelvey represents kick and rush football of championships, 0 ability to keep the ball moving and way too many long balls, he is also very static, doing one big pass and rest does little movement, not like those modern spanish players which switch play with short passes and spread teh ball around. england has a team of technically refined players coming through and will evolve into a possession based style in which shelvey had no place
