Wow the fact that that all it takes is 1 small earth quake to happen right there and those building below it would be gone forever

Pretty simple its a term called "water hammering". Rushing water hits the wall of the dam causing a hammering effect. I worked with large pipes with a lot of pressure and we had to do certain procedures to not cause ruptures. When an idiot would shut a valve too quick it would rock a 9000sq ft building easily and break seals.
