When I test it, there is no vacuum even when the electrical connection is attached. Does that also indicate a problem with the purge valve or the electrical connection?

i dont feel vaacum at i measure resistence disconnected and show 4 ohms, when internet says it should be around 23-28 i dont hear click at its not the purge valve?
