Theres a rumor that the arbiter is the elite who killed noble 6. If you notice at 0:24 the elite is left handed and most elites are right handed but arbiter is left handed. And if you say maybe its just another left-handed elite then why would bungie make the elite left-handed? Just for the sake of having a left handed elite. I'm pretty sure it was a hint!
