I think what makes Gaster so strong is that not much is known about him canonically, so its up to the fans to interpret him however they want

To be fair, Gaster is even aware of the player's decisions outside the world of Undertale/deltarune (The name you choose and even in deltarune it communicates directly with the player). While XGaster is limited to what the player does within the world (such as resets and routes)
