Can ａ website encode or translate Unicodes and override the operating system of ａ device? Can this be used to make incompatible Unicodes visible to all ㏌ websites since the display of the Unicode isn’t compatible but the device knows the Unicodes? Can ａ computer language on ａ website decode Unicodes for an operating system?

It's 128 character not 256, 256 character are in ISCII standard
