That's definitely small.
The smallest I've made is about 3x the size or so, but it will spin for 15 seconds on a perfect spin.

I don't have the means to make anything much smaller but since I do like to spin the little tops I make it's about the smallest I'd want to go.
I just couldn't enjoy a top that only spins for 2 seconds.
