Napoleon III were among those who had fought most ardently for the creation of an independent Kingdom of Italy. It really wasn’t in his interest to oppose Bismarck’s plans in this case.

Napoleon III’s reign in terms of foreign policy was largely a failure with the exception of the Crimean War and the Italian Wars of Unification. However in my opinion his domestic policies were incredibly important and successful. Basically all aspects of France was improved on: Infrastructure, trade, economy etc. He also ordered the reconstruction of Paris that made it into the modern world metropolis that is today. It’s really only recently that historians have begun reevaluating the traditional image of Napoleon III and his reign. The problem is that he’s always been compared with Napoleon I when in reality that’s a really unfair comparison to make. I would say the Napoleon III’s legacy is what enabled France to continue to prosper in the modern age.
