Some of your conclusions about his quirk seem a bit off.
1: He doesn't have to disassemble something to the point of blowing it up before fixing it, as shown when he heals Chronostasis without anyone noticing, then later himself.
2: He seems to have complete control over his quirk and can absolutely "turn it off" as he touches a card at one point and doesn't do anything to it. A simpler explanation for the gloves would be his germaphobia.
3: While it is possible that the quirk is responsible for his rash, there's next to nothing to support this. It's just as likely that it's a result of his germaphobia as well.

Now that I think about it, Overhaul could have brought back Magne after he killed her. Why didn’t he?

If I was in his position at that point, then I would have tried to bring her back so the League of Villains wouldn’t hold a grudge against me. Then again, Tomura did kill one of his guys as well. Guess they called it even.

Overhaul is actually able to turn off his quirk. We saw on the 2nd episode, whe he throws his card at Shigaraki at the end of their confrontation, he throws it with his hand that has no glove and the card wasn't disassembled. He chooses when to activate it

The only reason he's wearing gloves is because he doesn't wanna get dirty 😂
