Honestly New Order is an example of a quirk that got entirely fucked over by the plot. Even with limitations in mind there should never be a reason that a quirk like that loses.
What was stopping Star from creating a non-decayable barrier around her body to stop shigaraki from stealing or quirk or decaying her?
She coulda used her quirk to fill the air around them with lethal toxins then made herself immune to them.
The only hard limit of new order is the creativity of the user.

Honestly OFA is composed of multiple quirks so it shouldn't really even count, but even if it did it would be New Order. MAYBE rewind, but Eri is too young to have fully tapped her power, so we don't really know its limits.

Overhaul and decay are basically the same when used close range. They can both destroy anything on a molecular level. But overhaul can put it back together. Plus, shigi needs to put all five fingers on you whereas overhaul can tap you with one

rewind is an acumaliton quirk so it takes alot of time before you can use it again so decay is number 1

Any skilled person can make even the worst quirk good. If we're talking base Quirk alone and not skill, Overhaul is easily the best. Basically an awakened Decay without range.

Ofa right now is the strongest the quirk has ever been. Deku can go so fast that no one would be able to react so any defensive options would be worthless. It would take new order 2 seconds to say something to weaken ofa but by then deku would already take it out

Also with decay vs rewind, you could reasonably assume that it’s possible to rewind back to when the decay wasn’t effecting you.

A new order user can put orders on themselves so you could just put I can’t be decayed and the decay user is useless, and with new order you can increase your speed and strength, so before any of your fights even know what hit them they would be unconscious. And if new order was part of one for all the user would unstoppable

Rewind for me, decay make movement obvious, your kick will not have effect and basic poking like Jab and teep are not using palm of hand. New order must be higher that decay, because same reason.

New Order could literally stop rewind and decay though. Star was literally the "villian" with a op power and Shiggy was the "hero" with the layers of layers of plot armor to beat her
