The point of leaning is so that you can extend your range of motion with resistance. Using cables means the resistance comes from the direction of the cable. Raising the pulley just makes the resistance come from the side and when your arm is extended, there is minimal resistance on your delts. By leaning and putting pulley at bottom, you allow the resistance/load to continue through your extension....if you know, you know....clearly he doesn't know and doesn't even give a reason on why leaning is wrong

You are right he wants to put the máx resistance when the deltoid is streching the problem is that when the muscle is streched the tensión is produced in part by the tendon. Is called pasive tension and is good for hypertrofy but as its the tendon that recive the tension you won't be able to move the weigh you would be able to if you do it with the low position. In conclusion you should find a mid position to add pasive tension but also leaving a decent tension in the other part of the movment. Also say that doing it without leaning is better cause in that way the trapezium won't intervene as you will not reach the top motion of the shoulder in with the trapezium will try to move the weight.

It’s actually a lot better if you lean the other way. You get a deeper stretch which equals more hypertrophy
