The 2 snipers in the room overlooking the roof could hear the crowd yelling "He's on the roof!" through the OPEN WINDOW for several minutes before Crooks shot - they had plenty of time to stop the shooting, but did nothing at any point. Sitting too far back from the window is not an explanation.
