I've spent 3 days looking for an effective solution without getting any. Finally I chose the (Rescue mode) then I got multiple options: 1- Kali 6.1.0 and its rescue mode.
2- Kali 5.9.0 and also its rescue mode.
I could access the GUI by accessing the Kali 5.9.0 (which is the previous kernel that was intended to be updated).. And that's the only solution that made me access the GUI..
Note: when I issue the "cat /etc/os-release" I get the Virsion : 2023.1.
The only issue that I have now is to remove the kali 6.1.0 which gets the CLI only, so that I have to select the rescue mode and select the 5.9.0 everytime I boot up the machine.

Hello I had these similar issue at the Raspberry Pi 4 B 8GB after reboot from completing the Kali Linux upgrade to 2024.2. I can return to GUI when typing startx and entered in the CLI. But after reboot I can’t have the GUI login as usual and stuck again in this tty. I am not yet trying to install again Xfce desktop environment. Any help people ?
