With the caveat that the building project I did in Spain was over twenty years ago, my experience was that the process was very bureaucratic, but with very little oversight by the ayuntamiento with regard to the details of structural integrity etc. I don't know much about the building that collapsed in Majorca, but it may be that the renovation was to domestic rather than commercial standards.

Structural faults in concrete apartment blocks have been appearing around the world. Remember the block that collapsed in Miami? And several modern apartment blocks in Sydney are unsafe. My guess is that it is to do with the mineral composition of the concrete used to build them.
