Both the republic and the separatist. The republic for standing aside and doing nothing like the old saying goes "The only thing necessary for the triumph of evil is for good men to do nothing.” and the separatist for all there complaining that didn't enough for them they didn't have problem of doing worse things then the republic.

What if Vitiate's Sith Empire invaded the Old Republic about 12 years after Kotor 2 and the Exile didn't go out looking for Revan but rather stayed to repair the Jedi Order and also got rid of the whole "no emotion and no passion" propaganda part of the code?

The Jedi could only enforce the law in the Republic's jurisdiction. Before the Empire seized Hutt territory the area was an independent principality in the galaxy.

I don't know about legends but in canon there was slavery also in the Republic but it was just called differently; indebted servitude, special labor etc.

Using slaves for labor in the Star Wars universe doesn't make sense to me; why not use droids? Wouldn't droids be way more cost effective?

Jedi were too close to the Republic the Republic was corrupt the Jedi could have helped a lot more if it wasn't for the Republic sometimes
