in my opinion, the best way to apply toner is in japanese way
just pour the toner to your palms and pat your face with your palms 'without cotton ball' until the toner is fully absorbed by your skin
it feels soooo good when you pat your face with your own palms :)

Wash your face in the shower, and when you get out use the toner almost immediately. Let it dry for 10 minutes, moisturize, wait another 10 minutes, then use makeup. :)
