There's a lot of people that work on video games, even if this wasn't supposed to be part of the game originally there's a high chance one of the devs snuck it in. It would be pretty unlikely for this to accidentally happen, and the chances that it happened to only one building and it happens to be that one specific building are extremely unlikely.
