When Aladdin releases the genie, his first words are "10, 000 years will give you such a crick in the neck" and then says to Aladdin "You're a lot smaller than my last master." This means that was Tamatoa the genie's master in line just before Aladdin, but since Disney claims the Moana story takes place 3000 years ago, that means Tamatoa used his 3 wishes, but then still kept the lamp. Makes sense as he hoards shiny things.
