we have seen instances of tussle between the agencies of central government and the state governments... The latest in the list happens to be IT raids at the offices and residence of aides of Madhya Pradesh Chief Minister... which saw run-in between the CRPF officers and the state police officers...

Such instances were witnessed in West Bengal, Karnataka and Andhra Pradesh as well... where the central agencies proceeded with corruption or irregularity probes...

The central agencies are formed in a federal structure and have primarily the responsibility of probing issues against government staff and serious cases referred to it by courts or by the state governments itself...

Besides the cases of corruption probe... another subject which raises issue of a federal structure is statements made by the leaders of Jammu and Kashmir centric parties on Article 370...

Federalism is not a umbrella for hiding corrupt government . interest of nation is more important then states of India. we are federal in body but unite in sole.

Shekhar Iyer knows nothing except for certain political kissa and stories. Had to fast forward during his exposition. For legal constitutional aspects he just says "everybody knows".

In the matter of art 370, one political party is against it and the other party is in its support and both are campaigning for their respective stands. So how can one decide that which party's stand is threatening national integrity and action could be taken against or both parties should be given directives against their campaigning?

EC must be unbiased in democracy, and should be informed before any cbi and ED action, and these agencies must be unbiased.
These days action is taken only against opposition, if they join the party which is in govt, that man became harishchandra, like mukul roy and others.
This is worse for democracy

1.financial autonomy:the states have limited source of revenue generation with uch dependence on finance commission recomendation report.

2.all India services:control of centre is dominated on their functioning
3.governer role:appointed by centre govt., has many discritionary powers. it makes functioning of the state govt difficult if in conflict ith central govt.
4.use of art 35: to dismiss the state ovt still prevelant even after SK bommai verdct eg. UK ase
5.Strong Centre vis a vis States : Centre makes policy and states implement them. Policies made from New Delhi is not adaptable to all circumstances. One size fits all approach

Consequence's : against democratic decentralization principles and weakens democracy. Development suffers

way ahead

1.States should be given more autonomy.
2. own model of overnance, bureaucracy and local govt with firm safguad
3 governer appointed with state govt role in selection

Nucleus of development has shifte to states with states like Gujrat, TN, Kerla leading in socio economic paramter. Its time for more decrition provided
to state govt to capture the demographic dividend

I think most of the people here are not capable of understanding what Mr J Sai Deepak says. We tend to get attracted to something that we don't understand. He is indeed a great orator and makes great points but he does say some stupid things time to time hidden beneath his alluring elusive legal jargon.

"Challenges to federal structure " title is very broad, but discussion was restricted to merely few recent events....discussion should have been broadened to include more challenges like 1-inter state water issues 2- central sponsored schemes 3- president rule 4- governors role etc
