Amid rising instances of field enumerators coming under attack across at least three states for some of the ongoing NSS surveys and gathering mistrust over CAA and NRC, the house-listing operation and the updation of the National Population Register, set to begin in April for Census 2021, could run into rough weather. The survey system is already in "deep trouble" and given the increasing instances of such attacks, conducting household surveys with the Census as the frame would be "very tough" going ahead, Pronab Sen, former Chief Statistician of India and Country Director for the India Programme of the International Growth Centre, said. Amid the backdrop of protests and rallies on the new citizenship law, the National Sample Survey Office field officials have been attacked in some areas of Kerala, Uttar Pradesh, Andhra Pradesh and West Bengal. Sen said that this could have an effect not just on the Census but on other surveys as well. On this edition of the Big Picture we will analyse the importance of census and the challenges in gathering data.

Vital Points:****

Census 2021:(16th since inception, 8th since independence)
In 1872( Lord Mayo Tenure) Census was began.
Though department was created in 1881.
In 1941 the re-named it Registrar General of India
In 1949: census dept went under Ministry of Home affairs administrative Control.

Highest population growth recorded during 1961-1971 was 24.80%

Under Census act sec 8(1) it is conducted.
Census is decadal statistical exercise for providing primary data collection about its inhabitants, in crude sense.

Starting from April 2020, will be done in paperless mode 1st time.

There will be 31 Questions list to be queried in door to door data collection. In every census new question were added into the list. The question enhance the credibility & quality of data, if various dimensions of socio- economic issues are well incorporated in questionnaire.

In 7th (2011) census, 1st time caste based census was started.
Though data was not published till now.
Mandal commission recommended to conduct caste based census.

Along with 2021 census, NPR also be updated (except Assam)

House listing & other aspects have prominent level in this.

The Data collected from census will be available to DM, SDM, Tehsildar & other administrative authorities for respective region.

Also the availability of data with regional authorities has the undeniable potential for abuse. As they have access to everything about a family ownership, caste, financial aspects, occupation, lifestyle(what equipment they use i.e TV, AC, smartphone etc)
It will have unprecedented impact on administration action.

It will boost the cohernce policy making & scientific planning resulting optimisation of resources.

The Census data will be shared with delimitation commission for reviewing the seats allocation in Legislative assembly & Parliament.

Census enable evidence based decision making. It will be counter check to verify the beneficiaries of socio-economic welfare scheme i.e. PM Ujjwala Yojna.

Census data enable to refocus the efforts and resources in a meaningful way by pointing out the deficiencies in various areas.
(Ex Aspirational District Program)

There are 2 type of error during statistical exercise:
Content error
Coverage error.

Govt need to create a mass media campaign through print & electronic media, to allay the fears, doubts.
We (enlightened people )also have the duty to make awareness about census process to the people.

(One piece of suggestion: The 30 lakh Enumerators must be well paid, as they are the focal point in data collection and ensuring data accuracy. Any disgruntled/aggrieved Enumerators can hamper the quality of data. Among the Enumerators mix volunteers should be enhanced to the utmost level as it will have double benefits :

Provide employment to unemployed

Give respite to govt dept
employee who genuinely or due to other factors are unwilling to do this work. These employees are generally coerced to do this exercise)

I think it's the right time after census that government should make 2 child policy, because everyone knows we are growing at a faster pace and this will clearly reflect in the census data

Census is a huge, massive and important exercise for any nation for many future

But my concern is that the exercise is once in a decade.... How it could meet the challenges
In a country like India where Everyday thousands of young ones use to Born....

this government is in mood to abuse data..but if this govt goes and the other comes it will use the same data for the benefit of people. so data is important..in atal ji's words "sarkaarein aati jaati rahengi desh rahna chahiye"
