The policemen who wrongfully accused him
Or
The judge and jury who put him in jail
Or
The innocent taxpayers, who had nothing to do with these false accusations, would pay hefty taxes to cover up these wrongful acts of police and other departments?
Who should be fined ? Any thoughts?

Of course they leave out the detail that he was paroled in 83. This is just now an official acquittal - wiping it from his record. Yes of course he should be compensated as well.

Question is why was he originally convicted - was there something going on behind the scenes that set him up or was there enough evidence at the time to point to him? If he was parolled after 10 years, then they obviously didn't see him as a threat anymore but what happened now that they found him innocent.
