I was a tour guide back in the seventies. I took my groups from England to Greece. I made sure each of my little charges had all of their paperwork in order, plenty of sunscreen, appropriate clothing, shoes, Pepto Bysmol, etc. They knew all of the laws. Customs was much, much more lenient back then.I really mother henned them, and they had a wonderful time. I took them to all of the cool places that the locals used, and it was a great, great job.

Sand is used inside of frames like the hammock frame all of the time. It is extremely common. The purpose is to add weight, which in turn adds stability. It is a low cost solution that is quite effective. Very surprising these security people did not know that.
