No, Turbo Tax suspended their free version, it was stated pretty clearly this season. It is also not listed in the government's list of free providers anymore.

In Taiwan you just go in your local National Taxation office with your ID. They input your info in the computer where your work history comes up and tell you if you owe anything. The whole process takes about 15 minutes or less and it's free. And if you have any write offs or things to declare, the process might take you an extra 10 minutes or so and it's still free
