This is my interpretation for this song.
The two birds represent two parts of a person. This person has gone through some really hard times and would really like to move on, one way or another. Their motivation is right there, ready to unfold its wings. But there's that part of them which doesn't wanna fly at all. The world is a bad place, and it knows it. Staying on the wire is safer than flying out, and this feeling is much stronger than motivation. The person will never move on unless the two birds find a compromise, a way to start flying together without either of them giving up right after the take off. They may never get to that point, but the two birds never fight each other, and this way the person will still live happy, though they're missing the best part of life: flying.

i just realized me and my best friend of 10 years are these two birds. ive been in love with him since kindergarden and now we are in 9th and i finally told him that ive been inlove with him since we first met and he felt the same. he had just recently broke up with his gf and i was there the entire time to comforts him and he fell in love with me, but then his gf got with someone else and then he ghosted me. he left me for months not knowing if i did anything wrong but then he came back into my life just to be inlove with my best friend. he apologizes for everything he put me through but i can't feel anything but pain when i hear his and her name together in a convo or seeing them happy together knowing ive been in love with him for so long.
