its been confirmed the reason for this is that oda, the creator of one piece and writer of the manga, simply forgets about a lot of the old moves he's used for Luffy in the past so they only come back up later on if he remembers them. he sometimes even looks back at his old works in the early chapters to refresh himself on some of the old moves he's used in the past.

I believe he also used it against a bunch of Marines in Enis Lobby, though it was in the background, I just remember being shocked he would use an big move like that.

He doesn't forget. Luffy is actually insanely smart when it comes to battle tactics, gum gum storm has a lot of push back which is why he only uses it against enemies that are hard to knock down like oars(a super giant), pica (giant stone man) or when crocodile was underneath a huge stone ceiling. He also uses it when the target is really gig and he does need to can't afford to aim such as when fighting logia types (crocodile and aokiji) or huge targets. Luffy has shown to value accuracy above all. When he first used pistol as a child he would miss and hit himself on the recoil, when he uses battling he aims for the face and upper body ( fighting against kuro and arlong) and when he first used gear second he need to use his other hand as a sight to help aim his punch. He doesn't use wide range attacks if there is a chance he will miss which is why against large groups where his allies are he doesn't use gattling but chooses to go for the most biggest threat or obstacle against his goal (marineford war and fishman island war plus enis loby when the other straw hats join him)

And also i think gum gum storm is like a big range move so he don't use it that often like he would hit his allies in the process too

I miss gum gum fireworks literally such a good move, also gum gum UFO in punk hazard was literally flight without being in gear 4 actually broken.
