Actually, it's thanks to the fact that Luffy is more imaginative than actually focusing on reality because the Nika fruit's user has to have a mind like Luffy's in order for its full potential to be drawn out since the Nika fruit is basically playing with reality.

He's not that stupid though, he's very aware of things that are surrounding him. He just observes and steps in when he needs to..but in terms of daily life, he becomes totally carefree and becomes prone to stupidity in that sense. (if that makes sense...)

1. During the Arlong Arc, he knew Nami was already suffering even when she told Luffy that she had Usopp possibly drowned / killed. He didn't attack / provoke her because he knew she was lying to save them from Arlong.

2. Remember when he pissed off Vivi in the desert and Vivi started pounding him? made her realize that her efforts alone aren't enough and she'll die in doing so instead of actually relying on her friends

3. Wano Arc, he's been encouraging young Momo to step up and lead his people because he is very well aware that he is the key / shogun to their future.

Don't even get me started on his battle IQ, his creativity is on another level.
