If anybody still needs help with this, I think I might have figured it out. I have a Dell laptop, don't know if it works on other brands. When you get this screen, shut down the device a couple of times by holding down the power button. You'll eventually get a screen telling you the device wasn't shut down correctly, press the left button (forgot what it says :( ) don't press 'restart computer'. Now, you'll have to choose "factory image reset". This will reset and delete your files (I'm sorry guys) but at least you'll have broken the loop. Note: windows itself will not be deleted

Oddly enough mine only restarts when I'm uploading to Youtube. I've reinstalled Windows already and it still does it.

This is old but what you can do once you in this screen open cmd I think it’s shift+f8 or f10. Then type “systemreset -factoryreset” then reset everything.

If you want to go to the repair mode you have to search your laptop Brand and then repair mode
For Acer users:
1.shut down PC

2.hold Alt and f10

3.click power button

4.if you See the acer logo than stop
It's different brand to brand

Hi guy i use a HP core i7 10th gen...i was able to get out of this loop by disconnecting my mouse from my pc then force shutting it down now turn it back on and click on next and next again....disconnect from any wifi and click next it works for you guys too best of luck !

This is why I downgraded to Windows 10 1709. All because of this problem when installing Windows 10 Build 21H2.

You have to hold down the power button for 20 seconds even if it turns back on keep holding. After that turn it back on and keep pressing F12 until it goes to the screen

For anyone that had a desktop try takinng it to your nearby micro center so the can help you fic it yes it might cost money but it’s worth it

Guys i have found the solution after a lot of work... Just go inside the automatic repair and select Factory system restore.. It WORKS. but the problem is you will lose all data..this method worked for me

Ok, here is what you need to do: Click nect and next and then hold shift all the time. When its 50 sec turn off with power button. Thats it

Guys I did it all u have to do is if u have a dell turn off and hold your power button for at least 20 even if it turns black and then while turning on your Device spam f12 in tell it makes u to the bios? Settings and press the first one and turn your thing off again and spam f12 f11 and f10and u should be back at your desk top and hurry and and go the upGrade and security settings and go to Troubleshoot and factory reset your computer

Anyone know a fix I factory reset my pc and I can’t get past this also repairing doesn’t work :/
