Something to note, a lot of CAPREIT's properties in Ontario are rent-controlled, which is why you're only seeing minimal increases in rent YOY, as they are bound by the Ontario rent guideline increase (2.5% this year). Also, a lot of their tenants are long-standing who started renting 5-10+ years ago at a low rate, which is where the low average rent comes from to begin with. The best thing for CAPREIT would be if vacancy actually increased for a while so they could fill those units up with new tenants paying closer to market rate.
