My elderly mother, who is a US citizen and a resident of California in her 70's, never paid into medicare and can't receive social security benefits. Becuase she has no income and is over 65 years old, she has medical. Technically, she does not qualify for medicare, however, if your video is correct, can she apply for medicare and use her medical to cover the medicare premium? if so, what state agency has the resources to help me? The department of health services?
