When you delete files or folders from your desktop or any other folder, they are moved to the Recycle Bin folder for holding. But you may face a problem where your Recycle Bin gets corrupted and you have to repair or reset it.

The actual location of the Recycle Bin depends on the type of operating system and file system. On older FAT file systems, it is located in Drive:\RECYCLED. In the NTFS filesystem it is Drive:\RECYCLER. On Windows 7 and advances it is Drive:\$Recycle.Bin folder.

To  Fix Corrupted Recycle Bin In Windows 10, click on the start menu and select "Command Prompt (admin)" and enter

Where C is your Driver letter if you have an issue in other drive use that driver instead of C driver.

If the issue still issues not fixed, open the Command Prompt (admin) and enter below command.

Dism /Online /Cleanup-Image /Restorehealth

then

enter sfc /scannow command on the command prompt.

ran it as administrator and still get access is denied

Run this command in cmd (admin) : rd /s /q C:\$Recycle.bin and then restart your PC. To fix when you delete a file it goes in the recycling bin but the recycling bin icon stays the same (empty) and when you right click on the bin there's no option to empty the recycling bin but when you open the recycling bin the file is in there.
