Do the restoration loop, then go mix a creeping vine, giant's toe, and wheat. This will max your speech with one potion.

Easier way: go to the bandit checkpoint near Whiterun, a bandit will talk to you, either intimidate or persuade her to let you pass, fast travel back to Whiterun and repeat ad infinitum until maxed out.
Doing the Lexicon and Bard College quests also helps speed up the process a lot.

In anniversary addition you can grow the expensive ingredients and make a lot of potions, then go to Shop in Windhelm owned by the Dunmer. There you can sell him the potions snd then learn speech from him and sell the potions to get the money back.
Your speech increases as you sell more potions and inturn you and do more training, it's easiset and fastest way trust me.

Go to Dawnstar when the Khajit are there. Go next to the mine and find the hidden merchant chest. Sneak and steal everything. Then go to the Khajit merchant and sell everything. Steal, sell, and repeat.

If you do the restoration loop on the potions. You can make incredible potions that are worth hundreds of thousands. And each one sold will get you from 0 to 100. And intern making those incredibly powerful potions will get you from 0 to 100 in your alchemy skill for everyone that you make. So if done correctly, the restoration loop partnered with selling them you can get as many extra perk points as you want

can do the same thing in Solitude when finding out about the alchemist's daughter quest. you'll end up intimidating the guard commander/ rinse and repeat. make sure you save first.

Just talk to the proprietor at the black briar meadery in riften i think it was. Town with the theives guild. You can keep takking and max speech easy

Playing Skyrim VR on PS4 and it in fact works. Make sure you save every 10 levels lol I messed up after 30 levels

Ok! Anyone wanting to do this listen up. Bullying Nelacar for infinite speech levels is a great tactic, but you can accelerate the process. Pin Nelacar up against a wall. When you back out of the dialogue, run straight at him to make him say “Hey watch it!”. This shortens his dialogue SIGNIFICANTLY allowing you to start the next intimidation faster. I ALSO recommend doing this with a controller. Make a save state every 20 levels or so in case you mess up and dont back out in time (permanently prevents future use of the glitch).

Using this method ive been able to get from 0-100 speech in around 20 minutes
