I actually love that Oda designed the Nika fruit to be underwhelming at first. Like theoretically if anyone other than Luffy ate this fruit, then it really would be almost useless as just a rubber fruit. Since Luffy is so creative and he desires freedom above all else, he's able to use the fruit's true powers.

That's also, in my opinion, why the elders didn't give a fuck about Luffy having the gomu gomu no mi specifically until he started going toe to toe with Kaido. It's been 800 years since it was last awakened, how many other people have had it in that time and failed to awaken it. They've probably seen a large amount of people use the fruit and it's been nothing more than a rubbery gimmick, it was only when he started stepping into the top ranks that they got panicked and wanted him dead at all costs because there was suddenly a high chance of him having the potential to awaken it.

We have to remember the time scale too, how short of a time period has passed in world since they came back from the 2 year absence, and suddenly he's at a point that he's fighting an emperor.

This is correct and it's why I don't feel like we were cheated out of an underdog story with Luffy once the fruits true nature was revealed. 99.9999% of users would never come close to unlocking the Nika portion of the fruit and it took specifically someone like Luffy and years of extremely hard work, extreme imagination and countless life or death scenarios to push the fruit to that point. I mean most devil fruits are just a straight upgrade from a base human (besides the whole water weakness), but the Gomu Gomu no mi wasn't really that at the beginning.
Like yeah it kinda made you immune against blunt force attacks, but as seen Luffy needed a lot of time and training to make even his now most basic attacks work.
I think the reason why a lot of people don't think about that is because they forgot that Luffy had a decade to figure out his DF before the story even really started.

This is the reason why Zoan types actively seek out users who would be the most compatible with the powers. No one else was worthy of the Nika fruit or would be able to use it to its fullest potential. That's why no one ever truly had the chance to eat it
